Types of Scholarships
In Indonesia, Australian Development Scholarship program offered in three categories:
Public Sector: the Public sector applicants are employees from Government departments, state universities and state owned enterprises. Their applications must be approved by training or foreign cooperation bureaus (BKLN) / Education & Training Center (Pusdiklat) / Rector of their agencies before being submitted to the ADS Office.
Open Sector: individuals may independently apply for a scholarship in open category. There may be some specific selection and eligibility criteria
‘Targeted Sector Category’ candidates are employed by agencies associated with AusAID projects or AusAID related activities, including government organizations, state owned enterprises, non-government organizations (NGOs), civil society organizations (CSOs) and key state and private higher education institutions which service the training needs of these organizations. Suitable applicants will be identified through the assistance of a Human Resource Development (HRD) Adviser working with these target agencies . Their nomination must be facilitated through the Australian Team Leader (ATL) or the relevant representative of an AusAID activity. Up to 50% of all awards will be assigned to this category.
Targeted Sector Category
The main objectives of the program are:
To assist individuals to increase their capacity to contribute to Indonesian organisations and professions;
To assist Indonesian public and private organisations to meet their human resource development objectives;
To assist targeted Indonesian organisations associated with Australian aid activities to meet their identified human resource development objectives and training needs;
To select and place in appropriate courses high quality candidates able to achieve an Australian post-graduate qualification within the minimum time required;
To deliver training that is consistent with the development priorities of Australia’s Indonesia Country Strategy;
To monitor and evaluate the efficiency of the management and the operation of the off-shore management of IADS; and
To evaluate the outcomes and impact of IADS post-graduate training on individuals and on Indonesian organizations.
Conditions for ‘Targeted Sector Category’
Application and Nomination Process
‘Targeted Scholarships:’ will be facilitated through Team Leaders (TLs) or through nominated individuals from Australian Agency for International Development (AusAID) activities with some assistance from an HRD Adviser. The following information shall be provided on the nomination form and shall be endorses by the home Government Of Indonesia (GOI) agency, the TL or equivalent and the Nominee:
The agency’s reason for nominating this particular nominee in terms of the agency’s HRD strategies;
The anticipated benefit of the returning scholar’s knowledge, skills and qualification to the agency’s HRD strategy;
A strategy for transferring the knowledge and skills of the returning scholar to make a contribution to the agency’s HRD needs;
Commitment to adopting the strategy for the transfer of knowledge and skills to the agency, to be counter-signed by the Nominee;
Commitment to release awardees from their duties to attend English for Academic Purposes (EAP);
Commitment to support costs of travel to EAP training centers, medicals, x-rays, passports, exit permits, visas and travel from home town to point of departure to Australia, and commitment to pay salaries, where relevant; and
Where relevant, commitment to release awardees to attend a full year accredited English language course, to support the awardees’ travel to and from home within Indonesia, and to continue to EAP training immediately following successful completion of their course as an EL Assisted ADS.
Selection Process
All nominations will be reviewed at the time of short-listing. If they meet the selection criteria, including the requirement for serious commitment of the home agency to transfer of knowledge and skills on the scholar’s return, they will be interviewed by the Joint Selection Team (JST) and recommended for award, unless the JST considers there is a reason against such a recommendation (for example, if the nominee is seeking to study in an academic area outside of a previous degree).
Increased Access to Improve English Language Proficiency
To increase access for potential nominees within the Public Sector and Other Targeted category who have limited English language proficiency, scholarships will be available to undertake a maximum of one full year’s English language training at an accredited English language course in Indonesia as preparatory training prior to undertaking English for Academic Purposes and an Australian post-graduate degree.
Nominees will be required to have completed an under-graduate degree to an equivalent academic standard so that achieved by the shortlisted awardees in the previous round of scholarships. Nominees must also provide evidence of their English language capability at the time of nomination. A nominee will undergo the IELTS test to establish a benchmark for the candidate’s English language training progress. Nominees must be willing and available to commit to the total period of study and to progress immediately from the English language course to EAP training and to the Australian post-graduate program.
A nomination for English language Assisted ADS will be for the full program of study incorporating for the preparatory EAP training and the Australian academic program of study. If a selected candidate fails to achieve an IELTS score of at least 5.0 within the one-year full-time study allocated for English language training, the scholarship will be withdrawn.
GOI agency endorsement of the application for English Language Assisted IADS must include a clearly stated justification, in terms of the agency’s HRD needs, for selecting this particular applicant as a special case for scholarship even though the applicant does not yet meet the English language requirement. The ADS office will be responsible for managing English Language training arrangements for such English Language assisted IADS.
HRD Assistance to Agencies involved in AusAID activities
The ADS program will provide short-term services of an HRD Adviser to work with TLs and/or nominated personnel involved in AusAID activities to assist counterpart agencies with the following HRD planning functions:
identifying egency HRD needs;
developing an outline of course requirements to meet the needs;
identifying the most appropriate applicant (s) for nomination to undertake ADS study from the full range of agency’s qualified and appropriate staff (where there is more than one staff member in agency that qualifies, ensuring transparent selection processes to achieve nomination of the most appropriate candidate); and
planning and appropriate and realistic re-entry strategy to maximize transfer of knowledge and skills to the organization.
Applicant Requirements
General Requirements
Scholarship Applicants must:
Be an Indonesian citizen and not have permanent residence in Australia or New Zealand;
Not be married or engaged to a person who is eligible to hold Australian or New Zealand citizenship or permanent residence;
Satisfy Australian Government requirements for international student entry to Australia (health, character etc.);
Not hold a scholarship that would give overlapping benefits;
Not have held an Australian Government Scholarship in the 12 months preceding the application;
Be applying to commence a new course of study and not be seeking support through ADS for a course already commenced in Australia ;
Be able to take up the scholarship in the year in which it is offered; and
Satisfy the admission requirements of the Australian tertiary institution in which the course is to be undertaken.
Specific Requirements
Scholarship Applicants must:
Be applying for courses that fall within the areas of development priority;
Have a Grade Point Average (GPA) of at least 2.9 (on a scale of maximum 4.0) and an English language proficiency of at least 5.0 in IELTS (500 in Institutional TOEFL or 170 in International TOEFL). The IELTS or TOEFL result must be current (a test result obtained in 2006 or 2007);
Already hold an undergraduate degree, if applying for a Masters ;
Already have a Masters , if applying for a doctorate ;
Apply for a degree at a level higher than their current highest qualification;
If applying for doctorate, applicants must be staff of universities, higher education institutions, research institutes, key policy makers and targeted candidates in other agencies associated with AusAID activities. It is highly desirable for doctorate applicants to have a letter of support from Australian university for their proposed field of study;
Answer all relevant questions on the application form; and
Be willing and available to take full-time English for Academic Purposes ( EAP ) training in Indonesia prior to studying in Australia if offered a scholarship
Be no more than 42 at time of application
Selection Process
Selection will be based on the principles of merit and equity and will be carried out jointly by the Australian and Indonesian Governments, or their representatives. The process will be transparent and the eligibility and selection criteria will be accessible to interested parties. Only those shortlisted will be interviewed. The interviewer will assess candidates’ academic ability, clarity of study goals, cultural adaptability and relevance of study to Indonesia’s development. The interview will be accompanied by an IELTS test of English language proficiency.
The timing of the selection will be such that it meets the requirements of AusAID’s institutional contracts with Australian tertiary institutions.
Notification of The Selection Result
All applicants will be advised whether or not they have been shortlisted for an interview. All interviewed applicants will be notified whether or not they have been awarded an ADS. The agencies of Public sector nominees will also notified. The result is final and no correspondence will be entered into. Where appropriate, notification will include details of pre-departure training (English, academic skills, cultural preparation).
Government of Indonesia Responsibilities (for Public Sector only):
The Government of Indonesia will:
Release awardees from their duties to attend full-time EAP training in Indonesia;
Provide travel costs to EAP training centres for awardees not living in Jakarta or Denpasar;
Provide medical and x-ray examination costs necessary to meet the Australian Immigration requirements for a Student Visa for Australia;
Process official passports and exit permits; and
Provide travel expenses to the point of departure (Jakarta/Denpasar) prior to awardee’s travel to Australia.
Note : “Public servants cannot apply in the Open category, nor can people applying to become public servants. No prior Government approval is required for people applying in the Open category and applications are to be submitted directly to the ADS Project Office”
Scholarship Recipients Requirements:
Prior to traveling to Australia, scholarship recipients must:
Meet the minimum English language requirement of their chosen Australian university (usually IELTS of 6.5 with no band less than 6.0);
Receive a letter of acceptance from an Australian university;
Meet Australian immigration requirements for a student’s visa;
Not be pregnant when traveling to Australia to begin study; and
At the completion of EAP training, candidates must achieve a minimum score of IELTS 6.0 for the ADS office to commence the application process for placement in university program in Australia.
In Australia, scholarship recipients must:
Abide by the conditions of the scholarship and the rules of Australia tertiary institutions;
Abide the rules and regulations governing a student visa;
Act in a way that will not bring disrepute to AusAID, or to any Australian institution or to Indonesia; and
Return home at the end of the award period.

I’m east timor student,now i studied in Indonesian-malang at faculty of civil engineering construction.At this moment i would like to ask about the information how to apply and get scholarship.Why i need the financial support because i front of many chalanges and difficulty.In addition my Parents capacity so limit to support me to goal my dream.I request its to realize my main aims that’s planning before.
